if he has one lake he can only hold it until he loses it or it expires and not multiply this is a classic cheating in the game

I don't see how it is cheating to hold more than one salt lake at a time. Well within game rules.
It is an interesting idea to limit -- something that I doubt you will enjoy at another point.

It brings the question of why not capture one of his many lakes?
Of course we know this is because of Tiger's power.
This brings the next questions:
What does it take to be the most power? (And how come you can't get there as well?)
What is the reward? (Why become this powerful? For what?)

When we consider these things, I think it is easy to see how this scenario arises.

While on the topic, let's discuss players taking salt lakes and going into Vacation Mode.
